Agreement to transfer territory from Paris to Somers intended to block future annexations by the City of Kenosha. The Agreement also establishes a 1-time payment by Paris to Somers of approximately $2 million dollars, establishes a loan fund from Paris to Somers of $ 5 million dollars, and establishes a zero-interest loan fund from Paris to Somers of $3 million dollars. This agreement is currently in litigation - Kenosha County case number 2016CV000480. The attachment ordinance adopted on April 12, 2016 pursuant to this agreement - Ordinance ID - 10549 - has been stayed from taking effect by the Kenosha County circuit court. Residents within the area transferred have petitioned for a referendum vote on the agreement, however the question of a referendum vote is also in litigation.
