This cooperative boundary plan establishes an ultimate growth boundary for the City within the Town that may be reached in three stages. City expansion into stages two and three may occur only if previous stages are substantially developed and served by full urban services. This agreement resolves an annexation conflict. The City and Town requested, and received, a time extension to enable them to change and clarify several agreement provisions.
