Reacting to strong growth and development pressure, the City and Town desire to promote planned and orderly development so to protect the area's prime farmland and natural resources to the greatest degree possible. This agreement establishes a long-term boundary line between the communities by designating an Urban Development Area (UDA) for the City in which annexation may occur and a Rural Development Area (RDA) for the Town in which annexation may not occur. This agreement also limits the City's land division review and official mapping, creates revenue sharing, and joint planning, such as jointly planning a business park
