The City and Town desire to promote planned and orderly development. This agreement establishes a City growth area called 'Area A' in which annexation and urban development may occur, a City/Town buffer area called 'Area B' in which no annexations and limited development may occur, and finally a Town/City Interest Area called 'Area C' in which annexation and urban development may occur but only upon 75% of Area A being first developed. This agreement also limits the City's land division review and official mapping, creates revenue sharing, fixed boundaries, and joint planning.
